Culture Wars

Presumably, since NYPD Blue became famous for showing Dennis Franz's naked buttocks (and was not fined for same), the FCC has decided that a woman's buttocks, but not a man's, is a sex organ.
The ramifications of this decision are left as an exercise to the (adult, consenting) reader.

The [FCC] said [NYPD Blue] was indecent because "it depicts sexual organs and excretory organs, specifically an adult woman's buttocks."
The agency rejected the network's argument that "the buttocks are not a sexual organ."

Several points:
a) I believe that NYPDB became famous for a season opener in which they depicted a naked breast (in silhouette, dimly back-lit, but clearly identifiable as what it was).
b) Fortunately, I did not see the episode with Dennis Franz's buttocks, but I'm just guessing that his were far less sexually attractive than the woman's buttocks at issue (which I also did not see).
c) The FCC was unclear on whether they consider a woman’s buttocks to be a sexual organ or an excretory organ (or both).
d) It is hard to imagine how a pair of large muscle groups could be considered an organ of any kind.
e) The issue appears to be the time of day that the show aired. As I recall, NYPDB used to air at 10:00 pm, but the current FCC complaint appears to refer to something that aired before 10:00 pm.
f) Why do we live in a world where this is even an issue? :)

Pretty easy:
1) Find a naked woman (that's the only hard part).
2) Place her in a dark room with dim light filtering in from her left (under a door, through window curtains, whatever).
3) Point a camera at her from her right.
