I did not read this article, but an article I saw a year ago said they collaterlized some of the loans using stocks at the peak of the tech stock bubble.
Shortly after I read how they were going to fund the proposed trolley with increasing property taxes due to rising property values. (They said rising values due to the trolley, but I think they just have faith in whatever the speculative bubble du jour is.)
